| Unit Transfer Policy
1. Definitions.
a. A transfer is defined as a move of co-op member/s from one unit to another in the same building.
b. A turnover is defined as a household vacating a unit for any reason. Turnover costs are those expenses related to restoring the vacated unit to rentable condition (repairs, painting, redecorating, etc).
c. A household is defined as the member/s occupying a residence unit.
d. A transferring household is defined as a household in the process of transfer.
e. A vacating household is defined as a household moving out of a unit for any reason.
f. "Requalifly" refers to an individual's financial records. "Recertify" refers to issues such as a criminal record, housing record, etc.
g. A "partial household" is described as a household where there has been a member change. For example, if two people currently live in unit A, and ONE of those people wants to move into unit B, then we would say a "partial household" is moving into unit B. Or, if three people currently live in unit A, and TWO of those people want to move into unit B, we would say a "partial household" is moving into unit B.
2. Eligibility.
a. Any adult member in good standing with cooperative policies, and not in violation of any cooperative legal documents is eligible for transfer.
b. Internal candidates will be given preference when considering how to fill vacancies.
3. Income Guidelines for Transfer.
a. Residents must live in the Tilsner for at least one year before transferring. If a resident decides to transfer before the year period has been observed, they will need to requalify, as well as recertify.
b. Once they have been in the Tilsner longer than 1 year, entire households may transfer without being required to requalify, although they will need to recertify. c. Partial households, regardless of the length of time they have lived in the Tilsner, may transfer provided they requalify and recertify.
4. Unit Turnovers.
a. A vacating household is required to restore the unit to original condition subject to the terms of the occupancy agreement and cooperative policies.
b. A transferring household has two choices regarding the turnover of the unit to which they are transferring:
1. Accept the unit as is. The transferring household may accept a unit as it has been left by the vacating household, provided the unit has been left in original condition subject to the terms of the occupancy agreement and cooperative policies. There will be no turnover costs charged to the cooperative (other than those costs due to damage which may exceed the vacating household's security deposit).
2. Pay the turnover costs. The transferring household may elect to pay the management agent for painting, redecorating and other costs.
5. Applications for Transfer.
a. Transfer applications are located by the Tilsner site office or from the Tilsner site manager.
b. Any member/s wishing to transfer should fill out a transfer application, and submit it to the site office, with the application fee.
c. The Tilsner site manager will keep all completed transfer applications on file in the Tilsner site office.
6. Transfer Fee.
a. There is a $100.00 transfer application fee. This fee must be included with the completed transfer application. $50.00 of this fee will be refunded to the transferring household upon move-in.
b. If the transferring household is awarded a transfer, and later does not chose to accept the transfer, the $100.00 fee will be forfeited.
c. If the application is withdrawn by the applicant/s prior to an award of transfer, the $100.00 fee is refundable.
7. The Tilsner transfer process.
a. When a unit opens, the Tilsner site manager will check the existing transfer applications that are on file. For applications that appear to be a good match for the open unit (for example, applications that are waiting for a three bedroom unit, and a three bedroom unit has opened), the Tilsner site manager will call each applicant, and also put a notice under their door. In the phone call and in the notice, the Tilsner site manager will let the resident know what unit is opening, and ask the Tilsner resident if they are interested in the transfer.
b. Residents will have 10 business days to respond to the Tilsner site manager. If the resident does not respond within 10 business days, the site manager will consider that a negative decision from the resident. In order to expedite the transfer process, we would like to ask that all residents respond to requests from the site manager as quickly as possible.
c. At the same time that the Tilsner site manager begins contacting residents who have transfer applications on file, the site manager will also post a notice to the co-op at large about the unit opening. If a co-op member is interested in the unit on the posting, co-op members who have not submitted a transfer application will have 10 business days to submit a transfer application for the unit. However, please note that individuals who had transfer applications on file BEFORE the unit posting will always receive precedence over individuals who filled out a transfer application AFTER the unit posting.
d. If there are multiple applications being considered for transfer into the same unit, the Tilsner Selections Committee will need to rank the applications.
e. If no Tilsner residents are interested in the open unit, the unit will be given to an outside applicant.
8. Transfer Application Ranking System
a. The Tilsner Selection committee will rank the transfer applications.
b. Transfer applicants will be disqualified from voting in the Selection committee meeting where their application is being ranked.
c. All applications will be given a certain number of points, based on the following areas:
1. One point per month of occupancy in current unit
2. One point per month applicant has been on the transfer list
3. Five points (per unit), for each all co-op meeting attended in the pasts 12 months
4. One point (per unit), for each committee meeting attended in the past 12 months
5. Ten points per person in the household
6. Zero to 30 points based on artistic/family/personal need
d. Information on applicants and the number of points they can receive for the above areas will be researched by the Tilsner Board of Directors, and given to the Selection committee.
